Ambassador Sean K. O’Neill

Sean K. O’Neill was confirmed by the Senate as the United States Ambassador to Thailand on October 7, 2025.

Ambassador O’Neill worked as a capital markets attorney in New York and Tokyo before joining the Foreign Service in the wake of the 9/11 attacks.  A career member of the Senior Foreign Service, Ambassador O’Neill has served seven overseas tours throughout the Indo-Pacific, including two assignments in Thailand as well as Bangladesh, Pakistan, Burma, Hong Kong, and Afghanistan.  He most recently served as the Department of State’s Senior Bureau Official for East Asian and Pacific Affairs as well as the Foreign Policy Advisor to the Commandant of the United States Marine Corps.

Ambassador O’Neill’s previous service in Thailand includes an appointment as the United States Consul General in Chiang Mai and as a Political-Military Officer at the U.S. Embassy in Bangkok.  His previous domestic assignments include service in the Department of State’s Operations Center and as a legislative fellow on the staff of the Chairman of the U.S. House of Representatives Committee on Foreign Affairs.

Ambassador O’Neill received a BA from Tulane University and a JD from Fordham University’s School of Law.  He is the recipient of several Department of State Meritorious and Superior Honor Awards as well as the Department of the Navy’s Distinguished Public Service Award.  Ambassador O’Neill has studied Thai, Chinese, Burmese, Bengali and Japanese and completed the U.S. Marine Corps’ General Officer Warfighting Program.

Kelia Cummins is a diplomat in the U.S. Foreign Service. In her last overseas assignment, Kelia served as the Director of the Office of International Narcotics and Law Enforcement Affairs at the U.S. Embassy in Manila, overseeing and implementing foreign assistance programs for justice sector partners.

Since entering the State Department’s diplomatic service, Kelia has served in leadership and management positions at embassies and consulates in Kingston, Jamaica; Shanghai, China; Islamabad, Pakistan; Bern, Switzerland; and Manila, Philippines. Domestically, she served as a Watch Officer in the Secretary of State’s Operations Center and as a Special Assistant to the Under Secretary for Management.

Ms. Cummins holds a Juris Doctor from New York University School of Law, a Master’s degree in National Security Strategy from the National War College, a Master’s degree in Public Health from the George Washington University (GWU), and a Bachelor of Arts degree in Psychology from GWU. She speaks Mandarin Chinese, German, and Thai.

Prior to joining the Foreign Service, Ms. Cummins practiced corporate law in New York City.

Elizabeth J. Konick, a career member of the Senior Foreign Service, has been Deputy Chief of Mission since September 2025. Prior to this assignment, she served as Executive Director and Deputy Executive Secretary in the Office of the Secretary of State for three years. Liz has served at U.S. missions in Turkey, Portugal, Serbia, and Mexico. As Principal Officer in the Azores, she expanded relationships between U.S. business investors and sustainable food resources.

In Washington D.C, her assignments have included Executive Director for the Bureau of Intelligence and Research (INR), INR Watch Director, Political Officer in the Office of European Union and Regional Affairs (EUR/ERA), and Management Officer in the Operations Center. Prior to joining the Foreign Service in 2003, she worked to launch and develop U.S. brands overseas including Coach, Reebok, and Hertz.

Liz is a graduate of Cornell University and holds a master’s degree in education from New York University. She and her husband, Alex, a Visa Specialist, have two grown children, Abe and Cassie. Liz speaks Turkish, Serbian, Romanian, Spanish, and German.
