Imposing Sanctions on Online Scam Centers in Southeast Asia

Criminal actors across Southeast Asia have increasingly exploited the vulnerabilities of Americans online.  In 2024, Americans lost at least $10 billion to scam operations in Southeast Asia, according to a U.S. government estimate.

In response, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today imposed sanctions on nine targets involved in operations in Shwe Kokko, a scam center hub in Burma operating under the protection of the already sanctioned criminal organization Karen National Army (KNA).  The KNA is a transnational criminal organization that facilitates online scam operations that target Americans and exploit workers in forced labor.

Additionally, OFAC sanctioned four individuals and six entities for their roles operating forced labor compounds in Cambodia, where workers are forced to carry out virtual currency investment scams against victims in the United States, Europe, China, and elsewhere.

These sanctions protect Americans from the pervasive threat of online scam operations by disrupting the ability of criminal networks to perpetuate industrial-scale fraud, forced labor, physical and sexual abuse, and theft of Americans’ hard-earned savings.

The United States welcomes the General Border Committee meeting today in Kuala Lumpur as an important step forward in solidifying the ceasefire arrangement and establishing the ASEAN observation mechanism. President Trump and I expect the governments of Cambodia and Thailand to fully honor their commitments to end this conflict.  We remain grateful to Malaysian Prime Minister Anwar Ibrahim for his leadership and for hosting the ceasefire process, a direct result of his willingness to co-organize with the United States the July 28 Special Meeting to address the conflict.  We look forward to supporting Malaysia, ASEAN, and both countries as this process moves forward.

The United States applauds the ceasefire declaration between Cambodia and Thailand announced today in Kuala Lumpur.  President Trump and I are committed to an immediate cessation of violence and expect the governments of Cambodia and Thailand to fully honor their commitments to end this conflict.  We are grateful to Malaysian Prime Minister Anwar Ibrahim for his leadership and for hosting the ceasefire talks.  We urge all parties to follow through on their commitments.  The United States will remain committed to and engaged in this U.S.-Malaysia-organized process to end this conflict.

State Department officials are on the ground in Malaysia to assist these peace efforts. Both President Trump and I remain engaged with our respective counterparts for each country and are monitoring the situation very closely. We want this conflict to end as soon as possible.

The United States is alarmed by the arrest of U.S. citizen Paul Chambers in Thailand on lèse majesté charges and the Computer Crimes Act, and we are closely monitoring the situation. The U.S. Department of State takes its responsibility to assist U.S. citizens abroad seriously, and we are in communication with Thai authorities regarding this case.

This case reinforces our longstanding concerns about the use of lèse majesté laws in Thailand. We continue to urge Thai authorities to respect freedom of expression and to ensure that laws are not used to stifle permitted expression. As a treaty ally of Thailand, we will closely monitor this issue and advocate for the fair treatment of Paul Chambers.

Consular officers from the U.S. Embassy in Bangkok are providing all appropriate consular assistance to Mr. Chambers. We have requested access to him to ensure his well-being and to provide any necessary support.

I am announcing a new visa restriction policy that will apply to current or former foreign government officials responsible for, or complicit in, the forced return of Uyghurs or members of other ethnic or religious groups with protection concerns to China

Statement by Marco Rubio, Secretary of State

Today, I am announcing a new visa restriction policy that will apply to current or former foreign government officials responsible for, or complicit in, the forced return of Uyghurs or members of other ethnic or religious groups with protection concerns to China. We are committed to combating China’s efforts to pressure governments to forcibly return Uyghurs and other groups to China, where they are subject to torture and enforced disappearances.

I am immediately implementing this policy by taking steps to impose visa restrictions on current and former officials from the Government of Thailand responsible for, or complicit in, the forced return of 40 Uyghurs from Thailand on February 27.

In light of China’s longstanding acts of genocide and crimes against humanity committed against Uyghurs, we call on governments around the world not to forcibly return Uyghurs and other groups to China.

This visa restriction policy is pursuant to Section 212(a)(3)(C) of the Immigration and Nationality Act and allows the Department of State to pursue visa restrictions for current or former foreign government officials who are responsible for, or complicit in, the forced return to China of Uyghurs or members of other ethnic or religious groups with protection concerns. Certain family members of such persons may also be subject to these restrictions.

We condemn in the strongest possible terms Thailand’s forced return of at least 40 Uyghurs to China, where they lack due process rights and where Uyghurs have faced persecution, forced labor, and torture.

We condemn in the strongest possible terms Thailand’s forced return of at least 40 Uyghurs to China, where they lack due process rights and where Uyghurs have faced persecution, forced labor, and torture. As Thailand’s longstanding ally, we are alarmed by this action, which risks running afoul of its international obligations under the UN Convention Against Torture and the International Convention on the Protection of All Persons from Enforced Disappearance. This act runs counter to the Thai people’s longstanding tradition of protection for the most vulnerable and is inconsistent with Thailand’s commitment to protect human rights. We urge all governments in countries where Uyghurs seek protection not to forcibly return ethnic Uyghurs to China.

China, under the direction and control of the Chinese Communist Party, has committed genocide and crimes against humanity targeting predominantly Muslim Uyghurs and other members of ethnic and religious minority groups in Xinjiang. We call on Chinese authorities to provide full access to verify the well-being of the returned Uyghurs on a regular basis. The Thai Government must insist and fully verify continuously that Chinese authorities protect the Uyghurs’ human rights.
